CTI Published Guidance on “Applicable Scope of PFOS & HBCDD and the Relevant Maintenance Practice”

The performance deadline of the Regulation (EU) 1257/2013 of the European Parliament and the Council on ship recycling is getting closer and closer, based on its careful paper analysis and rich experience, recently CTI Marine Services has studiously compiled an expert guidance on the Applicable Scope of PFOS & HBCDD and the Relevant Maintenance Practice.

EU SRR Reg. 1257/2013 was published in the Official Journal 6 of the EU on 10 December 2013 and takes effective on 30 December 2013, in which another 2 kinds of hazardous materials (PFOS and HBCDD) were regulated in addition to the 13 kinds of hazardous materials listed in Hong Kong Convention 2009. As the requirements from Article 4 and Article 5 of EU SRR Reg. 1257/2013 and Part 6 of EMSA’s Guidance on the Inventory of Hazardous Materials, the applicable scope of PFOS and HBCDD to both EU FLAGGED SHIPS and NON-EU FLAGGED SHIPS as below:

The development and maintenance of the IHM is a key requirement of the EU Regulation. The Regulation requires that the IHM shall be properly maintained and updated throughout the operational life of the ship, reflecting new installations containing any HM referred to in Annex II of the Regulation and relevant changes in the structure and equipment of the ship. In order to well maintain the IHM, the MD and SDoC of PFOS & HBCDD shall also be collected, and the MD format can be referred to Annex D of EMSA’s IHM Guidance. In view of this, CTI Marine Services makes an indicative list of materials and components that may contain HBCDD combined with practice and also makes a flow chart for the maintenance of HBCDD after the initial preparation of the IHM.
